It depends on what exactly the bell is made of. Different materials react differently to chemicals. If it’s metal, but of unknown origin, believe it or not, Coca-Cola has been used in the past to remove rust stains on metals. It’s up to you whether you consider that non-toxic for your bell, or for your body for that matter.

If it is small enough, wire brush. One attached to a drill works wonders. If you think it is too large, I would take it to get sandblasted.
Be sure you are ready to prime it the day you strip it. I will likely rust again overnight.
