vodka should work as it is similar in makeup and lacks the chemicals that make it toxic.

Any clear grain alcohol will work. Gin, Vodka, Everclear, White rum or Tequila.

I don’t know if you’re looking to buy anything, but Simple Green has recently come out with an auto glass cleaner that works well on all kinds of glass. I don’t believe that it’s marketed as specifically non-toxic, but I believe you could drink about a gallon of it and, aside from feeling somewhat queasy, you probably wouldn’t be poisoned.
It might be something to look in to if you’re interested.

Plain vinegar and water will work alone without the alcohol.

You don’t need the alcohol. For some reason I do not know using newspaper to rub with does a better job.
